Nizhny Novgorod regional NGO of assistance to children & youth “Veras”

Nizhny Novgorod region nongovernmental organization of assistance to children and youth «Veras» (NNR NGO “Veras”) was founded on January 10, 2000.
The primary objective of the organization is creation to children and young people with disabilities equal opportunities of participation in the life of society, their social adaptation and integration into society.
Areas of activity of NNR NGO "Veras":
- affiliation of parents for protection of rights of children with features in development;
- social and psychological rehabilitation of children and youth with disabilities, as well as their parents;
- creation of centers of social adaptation for children and young invalids,
- organization of support employment, vocational training of the young people with disabilities;
- organization of seminars for specialists, parents, teenagers and young people;
- holding conferences on exchange of the experience;
- attraction of the societies’ attention to problems of people with disabilities, development and promotion of the community based rehabilitation programs.
The programs NNR NGO "Veras" are directed on families bringing up children with learning disabilities, on children and young people having autism, Down syndrome and combined disabilities, as well as on specialists of the rehabilitation establishments working with this category of clients.
In February 2004 for the first time in the city of Nizhny Novgorod (1,5 million population) on the basis of the municipal establishment of help to children and family “Zhuravushka” has opened Service of social adaptation of children and youth with disabilities “Steps”. 14 children and young people from 5 till 20 years, having autism, Down syndrome, learning and other combined limitations, daily visit day-stay groups of the Service “Steps”, where they are engaged in creativity, transactions, visit musical occupations, exercise room, bowling. Children receive 2 meals a day; the meal is paid from the municipal budget. The majority of these children and young people have never attended any educational establishment before, as they were recognized to be “unteachable”; many have never been somewhere outside their flat and the yard, communicating only with close relatives.
Specially worked out comprehensive program of rehabilitation and social adaptation “Steps” enables these children and young people to receive adaptive training, to be integrated step-by-step into society, to develop skills of self-service. This program is based on the attitude to the person with disabilities as to the individual, who, except for elementary needs, has also rights to education, self-expression, communication with other people and development of the personal potential.
NNR NGO "Veras" has been the initiator and organizer of the Service “Steps”. Thanks to support of the Nizhny Novgorod City Administration, foreign partners: international alliance of charitable organizations IMPACT, Swedish NGO “Star of Hope» and local sponsors the renovation was made, the furniture and some of the necessary materials were purchased, as well as the work of specialists is minimally paid.
At the moment the pilot project “Steps” embraces only small part of children with high-gravity disabilities: 14 persons attend groups of day time stay, 25 persons receive the consulting help. All the services are free of charge to clients, which is important, as the majority of families, bringing up children with disabilities, have low income level, some of them are simply poor. The first half-year of carrying out of adaptive training has already given positive results. In the summer 2004 the international action «We are together» was successfully held: 90 children from the city of Nizhny Novgorod and the Nizhny Novgorod region together with their parents have had a rest in country camp, received consultations of Swedish and Byelorussian specialists, passed training in the fields of NGO management, protection of the rights of the child, rehabilitation technologies. In the summer camp the creative workshops had been functioning, the festival of creativity of the disabled children «Light Your Start» was held. The children would keep long memory of the “Birthday Day”, “Neptune Day” on Kerzhenets river, drawing on asphalt contest, sporting games, fun relay-races, dancing at the disco party. Even the children who because of there disabilities weren’t able to participate personally in this or that activity, found great pleasure in watching the concert performances, dancing at the disco party, bathing in the river.
In Nizhny Novgorod region there are 11 540 registered children with disabilities. Among them more than 4 050 children with disabilities live in Nizhny Novgorod. According to the data of the State service of medic and social expertise on the first place are mental disorders (39,4 %), on the second - inherent anomaly of development, chromosome illness (16, 8 %), on the third - illness of nervous system (10,2 %). Nowadays in our society the problems of children and young people with disabilities are as acute as ever. In this situation the most problematic thing is the normal existence and development of children and young people with psychophysical disabilities. This is the target group our project is aimed at. On the one hand, it’s obvious that the society lacks resources for the targeted work with this category. On the other hand, because of their complexes and false stereotypes, children and teenagers with disabilities themselves are unable to open up, come forward and join the community activity equally with its other members. Now parents and specialists are still working to overcome the negative stereotype of the perception of people with disabilities in the society. In the process of analyzing our non-for-profit organizations activity we came to the conclusion that parents and specialists lack knowledge in the activity on children with disabilities’ rights protection and the promotion of their interests. .
In the Soviet district of the city of Nizhny Novgorod are registered 474 children with disabilities. Lots of them need the first stage of training to adaptive inclusion into social life, including children with Down syndrome - 6 persons, autism - 8 persons, learning disabilities - 59 persons, mental disorders - 23 (because of ill-defined diagnosis this group includes children with learning disabilities and autism), children’s cerebral palsy - 50, including 16 children using wheelchairs. Among this category children recognized “unteachable” are present.
In the Moscow district of the city of Nizhny Novgorod are listed 378 children-invalids, 77 of them receiving home education, more than 20 persons have the conclusion “unteachable”. Some children with high-gravity limitations started to attend day center “Steps”. But territorial remoteness and the technical feasibilities of the Service “Steps” do not allow meeting the requirements of everybody who need these services. NNR NGO “Veras” has conducted the review of mothers bringing up children with disabilities: 75% of them are divorced, as the fathers are unable to carry this burden and abandon the disabled child with the mother, starting up the new family. 86 % of mothers are compelled not to work and devote herself to the child, who is staying at home all day long because of high gravity of his disability and absence of the educational or any other establishment that could take him in the daytime.
More and more parents, both from Nizhny Novgorod and from the Nizhniy Novgorod region, addresses to Service “Steps” with hope to find a support. After half-year of activity more than 50 families having children with disabilities have already received consultation, however small premises (100 sq m) and the lack of specialists does not allow to accept all who need help and to render them assistance at the appropriate level. Therefore in December 2004 in the Moscow district of the city of Nizhny Novgorod the opening of the similar service on the basis of Charitable NGO of children disabled from infancy “Rainbow” is planned, which one will accept 12 children. At the moment specialists of NNR NGO "Veras" is rendering the consulting and methodical help to 6 district and regional NGO’s of parents of the children-invalids (Sormovskiy, Soviet, Moscow, Canavinskiy districts, towns of Gorodets, Balakchna, Semionov, Zavolzhie), conduct a reception of children and young people from other villages and small towns.
